2003-04 Massachusetts State Report Card
Introduction
On January 8, 2002, President Bush signed the No Child Left Behind Act of 2001 (NCLB) into law. The law calls for sweeping changes in public education. Among these is a new federal requirement that all states in receipt of Title I assistance must issue annual "report cards."
The information contained in the Massachusetts State Report Card is divided into six parts.

Part I provides enrollment statistics as of October 1, 2003 for Massachusetts public schools. More information about this data can be found in the "Data Definitions" section at the end of the report card.
NCLB requires that states include the high school graduation rate in the report card. Massachusetts is collecting student level data to be able to calculate this rate starting with the class of 2006. In the interim, this section includes the high school dropout rate for school year 2002-03.
This section also includes the percentage of Massachusetts teachers licensed in the area in which they are teaching, and the percentage of teachers in core academic subjects who are "highly qualified." See Data Definitions for more information about this data.
Part II summarizes how the state did on the last round of MCAS examinations in English Language Arts and Mathematics. The data is broken down by grade level, subject area, and includes the disaggregated performance data of particular subgroups, including groups by student status, race, gender, and socioeconomic level.
Part III offers the state level mid-cycle Adequate Yearly Progress data in both English Language Arts and Mathematics. The report shows results for all students in the state in the aggregate, and disaggregated data for subgroups including race, student status and socioeconomic level.

Part IV lists the Adequate Yearly Progress status for all districts in the state.
Part V lists the schools in the state that have been "Identified for Improvement."
